Report of Laws Committee.

"To the Officers and Delegates of the Twenty-seventh Convention: "Your Committee on Laws desires to make the following report in the case of John Malloy, a member of Local Union No. 19 of Omaha, now working in the jurisdiction of Local Union No. 4 of Chicago:

"It seems that Brother Malloy had some trouble with Local Union No. 19 and left town, but returned later and squared accounts and was readmitted to membership in Local Union No. 19. He then applied for a transfer card, which he was entitled to, but Local Union No. 19 was under the impression that they could not issue the card until the Convention acted in this case. In order to set matters right, your committee would recommend that Local Union No. 19 be requested to forward to Brother Malloy his transfer card.

Motion made and seconded that report of the committee be concurred in.

Resolution of John W. Hart, Local No. 22.

Committee report to be referred to the incoming Executive

Motion made and seconded that the report of the committee be concurred in. Carried.

Resolution in regard to changing date of Convention.

Referred to Committee on Resolutions.

The case of Frank White and Local Union No. 25 of San Francisco and No. 13 of Detroit was placed in the hands of the delegates from No. 25 and No. 13.

"OMAHA, NEB., July 2, 1904.

"Delegates from Local Union No. 25 and Local Union No. 13 to settle the case of Frank White, he to pay Local Union No. 25 $35.00 at the rate of $1.00 per day to Local Union No. 13, Local Union No. 13 to send the $35.00 to Local Union No. 25, after which

Local Union No. 13 is to admit Frank White as a new member of

their Local.

There being no further business to transact, the Convention adjourned to give the committee time to work and meet again at 2 p. m.

"Committee on Grievance in the case of Fred A. Webster recommends that his case be left in the hands of No. 4 and any union having any claim against Fred A. Webster are requested to correspond with No. 4 of Chicago."

Motion to concur in the recommendation.

Carried.

Appeal of James Kelly from the action of No. 5 for expelling

"Sustain the appeal of James Kelly of No. 5 and recommend he be reinstated and given a chance to defend himself."

Motion to concur in the recommendation. Carried.

"Committee on Grievance recommends that we endorse the action of No. 205, Muncie, Ind., in fining Earl Storms $25.00 for not complying with the laws of this union."

Motion to concur in the recommendation.

Carried.

"Committee on Grievance recommends that the case of Kansas City be referred back to representative Local to take action upon." Motion to concur in the resolution. Carried.

"Committee on Grievance in the case of Henry Miller recommends that we concur in the action of No. 59 of Jersey City and notify all other Locals about him and not take him in until he settles with Jersey City."

Motion to concur in the recommendation.

Carried.

"Committee on Grievance recommends the action of Local Union No. 25 be sustained in fining Chas. Burgess $24.00 for not complying with the laws of Local Union No. 25."

Motion to concur in the recommendation. Carried.

"Committee on Grievance recommends in the case of John O'Connor of No. 1 of New York we find John O'Connor guilty of working under the jurisdiction of No. 7 without depositing his transfer card and against the ruling of No. 7, which was out on strike at the time. We, the committee, also find it is against the by-laws of the International Union. Committee therefore recommends that John O'Connor be fined the sum of $25.00, payable to the International Secretary-Treasurer, also that the Executive Board of No. 1 be censured for allowing its members to work under the jurisdiction of No. 7 without the consent of said union.

"GREETING-I am instructed by my Local, No. 37 of Louisville, Ky., to ask for the endorsement to make a demand for the ninehour system.

Referred to the Executive Council. Carried.

"Grievance Committee recommends that in view of the fact that No. 22 has not been properly notified of the appeal presented by Brother Hart, therefore committee recommends that the appeal be referred to the Executive Council.

The Laws Committee reports on amending the Articles of Incorporation.

Report of the committee as follows:

Amendments to the Articles of Incorporation, Page 91, of the Proceedings of the Twenty-sixth Convention, published in the June Magazine, 1902, of the International Union of Journeymen Horseshoers of the United States and Canada:

ARTICLE 1, SECTION 2.

Amendments-After the word "Unions" in the second line insert the words "and State Organizations." And in the fifth line after the word "City" insert the words "or State." Also in the fifth line after the word "Union" insert the words "or State Organization."

Article as Amended-The object for which our said International Union is formed and incorporated is for the purpose of organizing Local Unions and state organizations, and to facilitate a thorough organization of the trade throughout the United States and Canada for mutual benefit and protection with power to issue one charter to each city or state where a Local Union or state organization is organized, except New York City; there shall be two charters in New York City-No. 1 and No. 7. No. 1 to have jurisdiction over Boroughs of Manhattan, Bronx and Richmond. No. 7 to have jurisdiction over the Boroughs of Brooklyn and Queens. There shall be transfer cards to transfer members from one Local Union to another. Each Local Union and state organization shall have power to make by-laws in conformity with these articles of incorporation.

ARTICLE II, SECTION 1.

Amendments-After the word "Union" in the second line insert the words "State Organizations."

SECTION 1.

Article as Amended-This union shall consist of elective officers and the representatives of Local Unions and state organizations acting under these articles of incorporation. The basis of representation shall be in accordance with the by-laws.

SECTION 2.

Delegates shall not be entitled to a seat in the convention unless the tax of his or their Local Unions is paid in full, according to the by-laws.

SECTION 3.

The Convention of the Journeymen Horseshoers. The Executive Council shall call the Convention in accordance with a resolution adopted by the delegates at the previous convention, and shall continue in session from day to day until officers are elected for the ensuing term, and transact all business appertaining to the organization.

SECTION 4.

The officers of this union shall consist of President, First VicePresident and General Organizer, Second and Third Vice-Presidents and Secretary-Treasurer. The offices of Second and Third VicePresidents to expire the day previous to the next convention. The above named officers shall constitute the Executive Council.

SECTION 5.

The President, First Vice-President and General Organizer and Secretary-Treasurer of the International Union can not serve as delegates for any Local Union during their term of office, and they shall receive not less than seven dollars ($7.00) per day during the convention, and the time necessary to travel, and railroad fare to and from place where the session is held, by the most direct route. They shall vote for officers and roll call during the convention.

SECTION 6.

Election of officers shall take place at any time during the convention that the majority of the delegates see fit to elect officers. Afer election of officers they shall be installed and take their seats
