(4.) A statement of the name of the master.

2. The Registrar, on receiving such application in respect of a Government ship in the service of the Shipping Controller, shall:

(1.) Enter the ship in the Register book as belonging to "His Majesty, represented by the Shipping Controller," and shall also enter therein :

(2.) The name of the port to which she belongs.

(3.) The particulars stated in the application for registration;

(4.) The details comprised in the Surveyor's certificate. 3. On the registry of a Government ship in the service of the Shipping Controller the Registrar shall retain in his possession the surveyor's certificate and the application for registry, and any documents of title mentioned in such application.

4. Upon the transfer of a registered Government ship in the service of the Shipping Controller by bill of sale the Shipping Controller shall be the transferor, and the bill of sale shall be in Form A in the proper form prescribed under the principal Act, omitting the covenant therein contained. Any such bill of sale shall be signed by the Secretary to the Ministry of Shipping on behalf of the Shipping Controller.

5. The application for a certificate of sale referred to in sections 39 to 42 and sections 44 to 46 of the principal Act may be made in respect of a Government ship in the service of the Shipping Controller by the Secretary to the Ministry of Shipping on his behalf.

6. The person to whom the management of any Government ship in the service of the Shipping Controller is entrusted by the Shipping Controller shall be registered as provided by section 59 (2) of the principal Act.

7. Government ships in the service of the Shipping Controller registered in pursuance of the provisions of this Order in Council are hereby excluded from the category of ships belonging to His Majesty within the meaning of sections 557 to 564 of the principal Act.

8. Where any section of the Merchant Shipping Acts which, by virtue of "The Merchant Shipping Act, 1906," and this Order in Council, is applicable to Government ships in the service of the Shipping Controller imposes any duty or liability or confers any right or power upon or contemplates any act being performed by the owner of a ship such duty, liability, right or power shall, subject always to the other provisions of this Order in Council, be carried out, borne, or exercised by the Shipping Controller on behalf of His Majesty.

9. In this Order in Council the term "Merchant Shipping Acts" shall mean and include any of the Merchant Shipping

Acts, any provision of which is by virtue of "The Merchant Shipping Act, 1906," and this Order, applicable to Government ships.

10. Section 1 and sections 8 to 12 of "The Merchant Shipping Act, 1894,"'* shall not apply to Government ships in the service of the Shipping Controller registered in pursuance of the provisions of this Order in Council. Provided always that no provision of the Merchant Shipping Acts which, according to a reasonable construction, would not apply in the case of Government ships in the service of the Shipping Controller shall be deemed to apply to such ships by reason only that its application is not hereby expressly excluded.

WHEREAS by "The Merchant Shipping Act, 1894,'* it is enacted as follows:

Where the Legislature of any British Possession provides for the survey of, and grant of certificates for, passenger steamers, and the Board of Trade report to Her Majesty the Queen that they are satisfied that the certificates are to the like effect, and are granted after a like survey, and in such manner as to be equally efficient with the certificates granted for the same purpose in the United Kingdom under this Act, Her Majesty in Council may:

1. Declare that the certificates granted in the said British Possession shall be of the same force as if granted under this Act; and

2. Declare that all or any of the provisions of this part of this Act which relate to passenger steamers' certificates • Vol. LXXXVI, page 633. + "London Gazette," October 23, 1917.

shall, either without modification or with such modifications as to Her Majesty may seem necessary, apply to the certificates granted in the said British Possession; and

3. Impose such conditions and make such regulations with respect to the certificates, and to the use, delivery, and cancellation thereof, as to Her Majesty may seem fit, and impose fines not exceeding 50l. for the breach of those conditions and regulations;

And whereas by Orders in Council dated respectively the 26th day of June, 1884, and the 17th day of October, 1884, Her late Majesty was pleased to direct that, subject to the modifications contained in such Orders, certificates granted by the Governments of Bombay and Bengal respectively should be of the same force as if they had been granted for the same purpose in the United Kingdom under the Acts relating to merchant shipping;

And whereas it is made to appear expedient to His Majesty that during the present war the modifications contained in the above-recited Orders in Council, dated respectively the 26th day of June, 1884, and the 17th day of October, 1884, should be suspended;

And whereas the provisions of section 1 of "The Rules Publication Act, 1893," have been complied with :

Now, therefore, His Majesty, in virtue of the powers vested in him by the above-recited provision, and by and with the advice of his Privy Council, is pleased to direct that during the continuance of the present war:

1. The certificates granted by the Governments of Bombay and Bengal respectively for passenger steamers shall be of the same force as if they had been granted for the same purpose in the United Kingdom under the provisions of the Acts relating to merchant shipping.

2. That all the provisions of the said Acts which relate to certificates granted for passenger steamers under those Acts shall apply to the certificates referred to in this Order without modification, and that during the continuance of the present war the modifications in the above-recited Orders in Council dated the 26th day of June, 1884, and the 17th day of October, 1884, be, and the same are hereby, suspended. WHEREAS by The Foreign Jurisdiction Acts, 1890, and 1913," it is, amongst other things, provided that it shall be lawful for His Majesty in Council, by Order, to direct that section 20 of The Finance Act, 1894,"§ shall extend, with or without any exceptions, adaptations, or modifications in the Order mentioned, to any foreign country in which, for the time being, His Majesty has jurisdiction, and that thereupon that section shall, to the extent of that jurisdiction, operate as if that country were a British Possession, and as if His Majesty in Council were the Legislature of that Possession;

And whereas by treaty, grant, usage, sufferance, and other lawful means, His Majesty the King has power and jurisdiction in the Uganda Protectorate;

And whereas it is expedient that section 20 of "The Finance Act, 1894," should be extended to the said Protectorate:

Now, therefore, His Majesty, by virtue and in exercise of the powers in this behalf by "The Foreign Jurisdiction Acts, 1890 and 1913," or otherwise, in His Majesty vested, is pleased, by and with the advice of his Privy Council, to order, and it is hereby ordered, that section 20 of "The Finance Act, 1894," shall, from the date of this Order, apply to the Uganda Protectorate as though the said Protectorate were a British Possession.

And the Right Honourable Walter Hume Long, His Majesty's Principal Secretary of State for the Colonies, is to give the necessary directions herein accordingly.

BRITISH ORDER IN COUNCIL extending to the French Protectorate of the Empire of Morocco the provisions of the Copyright Order in Council of June 24, 1912.-London, November 16, 1917.*

At the Court at Buckingham Palace, the 16th day of November, 1917.

PRESENT: THE KING'S MOST EXCELLENT MAJESTY IN COUNCIL.

WHEREAS His Majesty, by virtue of the authority conferred on him by "The Copyright Act, 1911,'' and having regard to the provisions of the Berlin Copyright Convention, was pleased to make an Order in Council, dated the 24th day of June, 1912 § (hereinafter called the "Principal Order "), extending the protection of the said Act to certain classes of works to which protection is guaranteed by the said Convention;

And whereas His Majesty the Sultan of Morocco has acceded to the said Convention in so far as concerns that part of the Empire of Morocco which is under French protection:

Now, therefore, His Majesty, by and with the advice of his Privy Council, and by virtue of the authority conferred upon him by "The Copyright Act, 1911," is pleased to order, and it is hereby ordered, as follows:

The Principal Order shall extend to that part of the Empire of Morocco which is under French protection as if it were amongst the foreign countries of the Copyright Union therein named, subject to the following modifications:

(a.) The provisions of Article 2, proviso (iii) (a) shall apply as if the aforesaid territory were included amongst the foreign countries named in those provisions.

(b.) In the application of the provisions of Article 3 of the Principal Order to works of which the country of origin is that part of the Empire of Morocco which is under French protection the date of this Order shall be substituted for the commencement of the Act and for the commencement of the Principal Order.

(c.) In the application to such works of sections 1 (2) (d) and 19 of "The Copyright Act, 1911," the date of this Order shall be substituted for the commencement of the Act in section 19 (7) and 19 (8) wherever that expression occurs, and the 16th June, 1917, for the passing of the Act.
