Now, therefore, His Majesty is pleased, by and with the advice of his Privy Council, to signify, and it is hereby signified, that such an Agreement as is mentioned in the said Act has been made with the Republic of France, and His Majesty is further pleased, by and with the like advice, to direct, and it is hereby directed, that the said Act shall have effect with respect to the Republic of France and French citizens. BRITISH PROCLAMATION relating to Trading with Persons of Enemy Nationality interned in Neutral Countries.- London, November 27, 1917.*

WHEREAS it is expedient that transactions between British subjects and persons of enemy nationality who have been removed from our Dominions and are interned in neutral countries should be restricted in manner hereinafter provided:

Now, therefore, we, by and with the advice of our Privy Council, think fit to declare, and it is hereby declared, as follows:

1. The Proclamations for the time being in force relating to trading with the enemy shall, as from the date of this Proclamation, apply to any persons of enemy nationality who have been removed from any part of our Dominions for the purpose of being interned in and are interned in any neutral country, in the same manner as they apply to persons resident or carrying on business in an enemy country.

2. Nothing in this Proclamation shall be taken to prohibit anything which may be specially permitted by our licence or by a licence given on our behalf by the Lords Commissioners of our Treasury or the Board of Trade.

3. This Proclamation may be cited as The Trading with the Enemy (Enemy Subjects interned in Neutral Countries) Proclamation, 1917."

WHEREAS by The Cyprus Courts of Justice Order, 1882,"* Her Majesty Queen Victoria, by virtue of the powers in that behalf by "The Foreign Jurisdiction Acts, 1843 to 1878," or otherwise vested in her, was pleased, by and with the advice of her Privy Council, to make provision for the administration of justice in Cyprus;

And whereas by Articles 23 and 24 of the said Order it was provided that every Court and Judge exercising civil jurisdiction in an Ottoman action or exercising criminal jurisdiction where an Ottoman subject was accused, should apply Ottoman Law, as from time to time altered or modified by Cyprus Statute Law, and that every Court and Judge exercising civil jurisdiction in a foreign action, or exercising criminal jurisdiction where a person, not being an Ottoman subject, was accused, should apply English Law, as from time to time altered or modified by Cyprus Statute Law;

And whereas by Article 3 of the said Order it was directed that, subject as therein mentioned, in the construction of the said Order the words Ottoman action should mean an action in which the defendant was or all the defendants were an Ottoman subject or Ottoman subjects, and the words "foreign action should mean an action in which the defendant or any defendant was not an Ottoman subject;

And whereas by "The Cyprus (Annexation) Order in Council, 1914,"t Cyprus was annexed to His Majesty's Dominions, and it was thereby provided that nothing therein should affect the validity of any Order in Council affecting Cyprus, save in so far as any provision of any such Order might be repugnant to the provisions of any Act of Parliament which might, by reason of the said annexation, become extended to Cyprus;

And whereas by virtue of such last-mentioned Order in Council the greater part of those persons in the said island who before the coming into operation of the said Order were Ottoman subjects have become British subjects;

And whereas by "The Cyprus (Annexation) Amendment Order in Council, 1917,"* further provision has been made regarding the grant of British nationality to Ottoman subjects born in Cyprus, but resident elsewhere on the 5th November, 1914;

And whereas it is expedient to make provision that all persons becoming British subjects under or by virtue of the above-mentioned Orders should not be deprived of the rights conferred on them by Article 23 of "The Cyprus Courts of Justice Order, 1882," and to amend the said last-mentioned Order accordingly:

Now, therefore, His Majesty is pleased, by and with the advice of his Privy Council, to order, and it is hereby ordered, as follows:

1. This Order may be cited as "The Cyprus Courts of Justice Amendment Order, 1917," and, where not inconsistent therewith, shall be read as one with "The Cyprus Courts of Justice Order, 1882," The Cyprus Courts of Justice Amendment Order, 1902,"t The Cyprus Courts of Justice Amendment Order, 1908," "The Cyprus Courts of Justice Amendment Order, 1909,"§ and "The Cyprus Courts of Justice Amendment Order, 1910,"|| and the said Orders may be cited as " The Cyprus Courts of Justice Orders, 1882 to 1917."

2. Article 3 of " The Cyprus Courts of Justice Order, 1882," shall be construed and read as if the following definition were therein substituted for the definition of Ottoman action":

Cypriot action" means an action in which the defendant is, or all the defendants are, persons who, being Ottoman subjects, became or shall become, or who, being the children of such persons, shall become, British subjects under or by virtue of "The Cyprus (Annexation) Orders in Council, 1914 and 1917."

3. In "The Cyprus Courts of Justice Order, 1882,” and in any other Order in Council affecting Cyprus, and in any Rules, Regulations, or Orders made thereunder: :

(a.) Every reference to an Ottoman action shall be construed and read as if the words Cypriot action" were substituted therein for the words 'Ottoman action.' (b.) Every reference to an 'Ottoman subject" shall be

deemed to refer to persons who, being Ottoman subjects, became, or shall become, or who, being the children of such persons, shall become British subjects under or by virtue of The Cyprus (Annexation) Orders in Council, 1914 and

1917."

4. Every Court and Judge exercising civil or criminal jurisdiction shall apply Ottoman Law, as from time to time altered or modified by Cyprus Statute Law, unless it shall be proved or admitted that the action or civil or criminal proceeding is one in which English Law, as from time to time altered or modified by Cyprus Statute Law, is applicable.

5. Notwithstanding anything herein contained, in all proceedings and prosecutions for treason and sedition the Law in force in England at the date of the coming into force of this Order in regard thereto shall be applied.

6. "The Cyprus Courts of Justice Amendment Order, 1914," is hereby revoked without prejudice to anything done thereunder.

7. This Order shall take effect as from the date of the publication thereof in the "Cyprus Gazette."

And the Right Honourable Walter Hume Long, one of His Majesty's Principal Secretaries of State, is to give the necessary directions herein accordingly.

WHEREAS by section 3 of The Prize Courts Act, 1894," His Majesty in Council is authorised to make Rules of Court for regulating, subject to the provisions of "The Naval Prize Act, 1864," and the said Act, the procedure and practice of Prize Courts, within the meaning of "The Naval Prize Act, 1864," and the duties and conduct of the officers of the Courts, and of the practitioners therein, and for regulating the fees to be taken by the officers thereof, and the costs,

charges, and expenses to be allowed to the practitioners therein;

And whereas in pursuance of The Prize Courts Act, 1894," certain Rules were made by His Majesty's Order in Council dated the 5th day of August, 1914,* and amended by His Majesty's Orders in Council of the 30th day of September, 1914, the 28th day of November, 1914, and the 23rd day of March, 1915, § respectively, which said Rules and amended Rules were by the said Orders in Council directed to take effect provisionally in accordance with the provisions of section 2 of The Rules Publication Act, 1893," from the date of the said Orders in Council respectively;

And whereas the provisions of section 1 of "The Rules Publication Act, 1893," were complied with in respect of the said Rules, and amended Rules, and the same were finally made by the Orders of His Majesty in Council dated respectively the 17th day of September, 1914, the 28th day of November, 1914, the 3rd day of February, 1915, and the 29th day of April, 1915;

And whereas it is expedient that the said Rules should be further amended;

And whereas the provisions of section 1 of the last-recited Act have been complied with in respect of such further amendment:

Now, therefore, His Majesty, by virtue of the powers in this behalf by the said Act or otherwise in him vested, is pleased, by and with the advice of his Privy Council, to order. and it is hereby ordered, as follows:

That in Appendix B of "The Prize Court Rules, 1914," Item 48,|| the following words shall be omitted, viz.:

On retaining possession of a ship with or without cargo, or of a ship's cargo without a ship, to include the cost of a shipkeeper if required, per day, 58.

'Any sum above this amount which has necessarily been incurred in the payment of a shipkeeper shall also be recoverable,"

and in lieu thereof the following words shall be substituted, viz.: :-
