ITALIAN DECREE instituting a Ministry for Territories set free from Enemy Occupation.-Rome, December 22, 1918.*

(Translation.)

ART. 1. A Ministry for the territories set free from the enemy is instituted for the duration of the war, and until one year after the signing of peace.

This Ministry will direct and co-ordinate all matters of public administration relating to reconstruction of the national wealth and productiveness of the territories invaded by the enemy, and those contained in the zone of military operations.

There will be a Minister and Under-Secretary of State in this Ministry.

2. The post of High Commissioner for War Refugees, instituted by Royal Decree, the 18th November, 1917 (No. 1897), amended by Royal Decree, the 11th August, 1918 (No. 1179), is abolished.

The functions of High Commissioner devolve on the Ministry dealt with in the aforegoing article.

3. The Ministry for the territories set free from the enemy will have it own budget. The funds of the War Refugees Department, inserted in the estimates of the Ministry of the Interior, will be transferred to the aforesaid Ministry on a motion of the Minister of the Treasury.

4. All provisions not in accordance with the present Decree are annulled.

5. By Royal Decree, and following on a proposal by the Council of Ministers, measures will be adopted for the application of the present Decree, which will come into force on the day of its publication in the "Official Gazette.” Rome, December 22, 1918.

intention de prolonger le Traité de Commerce italo-japonais du 25 novembre, 1912,* pour toute l'année prochaine, j'ai l'honneur de communiquer à votre Excellence que le Gouvernement du Roi s'engage à maintenir en vigueur toutes les clauses du Traité susdit avec les tarifs y annexés, jusqu'au 1er janvier, 1919, en appliquant en même temps aux marchandises japonaises importées dans le Royaume le traitement stipulé par l'Italie dans ses traités qui ont cessé d'être exécutoires-avec l'Allemagne et l'Autriche-Hongrie, autant que ce même traitement sera appliqué aux marchandises d'autres pays.

Je prie votre Excellence de bien vouloir me faire parvenir une communication analogue au nom du Gouvernement Impérial.

EXCHANGE OF NOTES between Italy and Switzerland modifying Article 17 of "The Fisheries Convention. June 13, 1906," between the two Countries.-Rome. May 15/22, 1917.†

IN the note verbale of the 17th April, 1917, the Swiss Legation, in the name of the Federal Government, in

furtherance of the wishes of fishermen of the Lake of Lugano, having regard to the present conditions, proposed the modification of Article XVII of the Italian-Swiss Convention of the 13th June, 1906 * (which was rendered executive by Royal Decree on the 17th January, 1907, No. 13), as well as Article 18, Schedule A, No. 1, of the respective regulations issued by common accord between the two countries. The modifications would be as follows:

1. That the prohibition of fishing shad and whitebait in the Lake of Lugano-prohibition at present fixed in the Italian-Swiss Convention of the 13th June, 1906, for the periods from the 15th May to the 10th June, and from the 15th May to the 15th June respectively-shall be limited to the period from the 30th May to the 13th June.

2. That the present prohibition of fishing with "Bedina nets for shad" and "Bedina nets for whitebait" shall be reduced to the same period from the 30th May to the 13th June.

3. That the maximum height of Bedina nets for shad," at present fixed at 1,000 meshes, each of 17 millim. in width (a total height of 24 metres), shall be extended to 1,250 meshes (a total height of 30 metres); and that the maximum height of "Bedina nets for whitebait at present fixed at 1,200 meshes, each of 10 millim. in width (total height 16.80 metres), shall be extended to 1,430 meshes (total height 20 metres).

In reply thereto, the Royal Italian Ministry of Foreign Affairs has the honour to inform the Swiss Legation that the King's Government, in consideration of the present war conditions and for the purpose of facilitating supplies, agree to the aforesaid proposals, and also accept the proposal that the Agreement between the two countries shall enter into force from the present date, its effect being limited, however, to the year 1917.

WITH reference to the note verbale of the 3rd March last. No. 308, the Royal Ministry of Foreign Affairs have the honour to inform the Swiss Legation that the Royal Government have given their most favourable consideration to the proposal notified in the aforesaid note verbale, namely, that. for the year 1918 also, for the Lake of Lugano:

(a.) The close season for fishing shad and alborello," and for using" Bedina nets" shall be reduced for the period between the 30th May and the 13th June;

(b.) The increase of the maximum height of the said nets by a few metres shall be allowed.

Having duly considered the reasons on which the proposal was based, the Italian Government agree to the conclusion by an exchange of notes verbales, of an Agreement for the year 1918, with the Swiss Confederation, for the reduction of the close season as mentioned above.

With regard, however, to the size of the above-mentioned "Bedina nets, the Italian Government regret that they do not see their way to depart from the advice of experts. who have been consulted on this point, to maintain the size of the nets fixed by List A, attached to the regulations in force (approved by mutual agreement with Switzerland) for fishing in Italian-Swiss waters.

The Italian Government trust that the Swiss Government will adhere to this agreement, limited solely to the reduction of the close season referred to above.
