land; or any meeting called by two or more juftices of the peace of the county or place where fuch meeting fhall be holden; or any meeting of any city or borough, or town corporate, called by the mayor or other head officer of fuch city, or borough, or town corporate; or any meeting of any ward or divifion of any city or town corporate, called by the alderman or other head-officer of fuch ward or divifion; or any meeting of any corporate body) fhall be holden, for the purpofe or on the pretext of confidering of or preparing any petition, complaint, remonftrance, or declaration, or other addrefs to the king, or to both houses or either houfe of parliament, for alteration of matters eftablished in church or ftate, or for the purpose, or on the pretext, of deliberating upon any grievance in church or ftate, unlefs previous notice be given by feven householders in fome newspaper. The notice not to be inferted, unlefs the authority to do fo be written at the foot thereof. The notice and authority is to be preferved, and produced to a juftice if required; and a penalty of 50l. for inferting notice without fuch authority, &c. 2. Notice may be given to the clerk of the peace, who fhall forthwith fend a copy to the juftices. Such notice to be effectual. 3. Meetings without notice to be deemed unlawful affemblies. Perfons convicted of felonies in Scotland, to incur the pain of death and confifcation of moveables 12. Places for lectures or debates concerning fuppofed public grievances, where money is paid for admiffion, unless previously licensed, to be deemed diforderly places; and the perfons opening or ufing them, to forfeit 100l. &c. And the perfons managing the proceedings, and the perfons paying or receiving money for admiffion, or delivering or receiving tickets, to forfeit 100l. 13. Perfons appearing as mafter, &c. of fuch places liable to profe cution. 14. Magiftrates who, by information on oath, have reason to sufpect that any place is open for delivering lectures, &c. may demand to be admitted; and, in cafe of refufal, the place to be deemed dif orderly, and the perfon refufing admittance to forfeit 100l. 15. Magiftrates may demand admittance to any licensed place at the time of delivering lectures, &c. and, if refused, it fhall be deemed diforderly, and the perfon refufing admittance fhall forfeit 1ool. 16. Juftices may license places for delivering lectures; and may revoke them. 17. Forfeitures to be recovered by action of debt in any of his majetty's courts of record at Weftminfter, or in the courts of jufticiary or exchequer in Scotland; provided that, if any action or fuit thall be brought against any perfon for any thing done in purfuance and in execution of this act, the defendant may plead the general iffue; and if a verdict pafs for the defendant, or the plaintiff difcontinue his or her action, or be nonfuited, or judgment be given against the plaintiff, then fuch defendant shall have treble cofts. 18. Nothing in this act to extend to any lectures or difcourfes to be delivered in any of the univerfities of thefe kingdoms, by any member thereof, or any perfon authorized by the chancellor, vicechancellor, or other proper officers of fuch univerfities refpectively. 19. No payment made to any fchool-mafter or other perfon by law allowed to teach and inftruct youth, in respect of any lectures or difcourfes delivered by fuch schoolmatter or other perfon, for the inftruction only of fuch youths as fhall be committed to his inftruction, fhall be deemed a payment of money for admiffion to fuch lectures or difcourfes within the intent and meaning of this act. 20. Act not to abridge any law for the fuppreflion of punishment of offences herein defcribed. 21. A&t to be openly read at every epiphany quarter-feflion of the peace, and every leet or law day. 22. No perfon to be profecuted by virtue of this act, unless the profecution fhall be commenced within fix calender months after the offence committed; and no H 4 action 1796.
