The subcommittee met at 10 o'clock a. m., Hon. Roy G. Fitzgerald (chairman) presiding.

Mr. FITZGERALD. At the last meeting of the committee there were several reservations made by persons who desired to be heard especially in opposition to the bill, and, I think, also by some who desired to be heard in support of the bill. I think Mr. Nesbit is the first one who has a reservation of time, but I understand he is not present. The next reservation of time is for the Washington Chamber of Commerce.

STATEMENT OF HON. JAMES T. LLOYD, REPRESENTING THE WASHINGTON CHAMBER OF COMMERCE

Mr. LLOYD. Mr. Chairman, I am representing the Washington Chamber of Commerce. I am a vice president of the Chamber of Commerce and am chairman of the law and legislation committee of that body. We have had this bill under consideration, but we are not prepared at this moment to make a formal appearance in the hearing before you and state our views. What we would like to do would be to submit a brief, and I suppose that will be more satisfactory to you.

Mr. FITZGERALD. I can not say that, because we would like, of course, to hear from you, but I assure you that your brief will be given careful attention.

Mr. LLOYD. How long will you give us?

Mr. FITZGERALD. Can you file it within a week?

Mr. LLOYD. I think we can file it in a week.

Mr. FITZGERALD. Of course, the sooner you file it the better.

Mr. LLOYD. Then, we will file a brief between this time and Monday next.

Mr. FITZGERALD. The Washington Merchants and Manufacturers' Association had some time reserved this morning, or 10 minutes, I think. Is there anyone here representing them? There does not appear to be anyone present representing them. Have the automobile people a representative here? If not, we will hear Mr. Montague, of Richmond.

Mr. MONTAGUE. If there is anyone else present who desires to speak, I had just as leave wait. As this is my first appearance in the hearings I would like to first get my bearings.

Mr. FITZGERALD. We will hear Mr. Henry Nolda, representing the Central Labor Union.
