The subcommittee convened at 10 o'clock a. m., Hon. Robert F. Rockwell, chairman, presiding.

Mr. ROCKWELL. The committee will please come to order.

We will consider today and tomorrow H. R. 5927, a bill to authorize the Solano County project, California, for irrigation and reclamation, and for other purposes.

A BILI. To authorize the Solano County project, California, for irrigation and reclamation, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That for the purposes of the irrigation of arid and semiarid lands, the regulation of commerce, including the control of floods, the furnishing of municipal and industrial water supplies, the control of salinity, the development of fish and wildlife, and the development of recreation, the Solano County project for the development of the waters of Putah Creek, California, is hereby authorized to be constructed, operated, and maintained by the Secretary of the Interior substantially in accordance with the report of regional director, region II, Bureau of Reclamation, to the Commissioner of Reclamation, dated March 15, 1948.

SEC. 2. The initial features for the development of Putah Creek herein authorized shall consist of a dam having a storage capacity of approximately one million six hundred thousand acre-feet, to be located at the Devil's Gate site on Putah Creek; a diversion dam to be located at such point below the storage dam as will in the opinion of the Secretary of the Interior be best suited to the purposes of the project, a diversion canal extending southerly from said diversion dam to a point near the city of Cordelia; the necessary appurtenant works for efficient operation of the project, including a terminal basin for regulating control in serving the cities of Vallejo, Benicia, Fairfield, and Suisun, and the military establishments of Mare Island, Benicia Arsenal, FairfieldSuisun Air Base, and such other domestic, industrial, and military establishments as may be served by said project.

SEC. 3. In locating and designing the works authorized for construction by section 2 of this Act the Secretary of the Interior and the Commissioner of Reclamation shall consult the State of California.

SEC. 4. The provisions of the Federal reclamation laws, as amended, shall govern the repayment of expenditures for the works herein authorized for construction.

SEC. 5. Construction of the Solano County project to enable service therefrom at the earliest possible date is a matter of paramount necessity in order to prevent failure of sources of water supply for vitally important military establishments, in particular the Mare Island Naval Ship Yard and naval activities, the Benicia Arsenal, and the Fairfield-Suisun Air Base.
