EDGAR HOOVER, DIRECTOR; CLYDE TOLSON, ASSOCIATE DIRECTOR; AND W. R. GLAVIN, ASSISTANT DIRECTOR, FEDERAL BUREAU OF INVESTIGATION ADMINISTRATION OF EMPLOYEES' LOYALTY PROGRAM The CHAIRMAN. Mr. Hoover, we have here House Document 242, containing a budget estimate of $8,740,000 to be made available to the Federal Bureau of Investigation for the regular appropriation of the Bureau for salaries and expenses, for national protection, and prosecution of crimes. It is recommended that the fund be made available until June 30, 1948. The budget estimate states that these funds are required to carry out the purposes of Executive Order 9835, prescribing procedures for the administration of an employees' loyalty program in the executive branch of the Government. I would like to have you tell us about this and why you need this amount of money. NUMBER OF PERSONNEL Mr. HOOVER. As you have indicated, Mr. Chairman, the request is for $8,740,000. That provides for the employment of 2,580 employees, divided as follows: 866 of those employees would be assigned to the Identification Division; 824 would be assigned to the Bureau proper, primarily in the Files Division, and 890 would be assigned for field service, special agents, and clerks. As has been indicated, this estimate covers funds for carrying out the provisions of Executive Order 9835. The estimate which has been submitted to you is predicated upon information that has been supplied by the Civil Service Commission and by the Budget Bureau. 1 |
