INTRODUCTORY NOTE On December 19, 1947, President Truman transmitted to the Congress of the United States his message on the European-recovery program. At the same time, the Secretary of State submitted to the chairman of the Foreign Relations Committee certain materials which he felt would be helpful to the committee in considering legislation for participation by the United States in such a program. The text of the draft bill proposed by the Department of State together with detailed background information on the European-recovery program is printed herewith for the use of the members of the Foreign Relations Committee and the Senate. |
