The subcommittee met, pursuant to call, at 10 a. m. in the Military Affairs Committee room, Capitol Building, Senator Edwin C. Johnson (chairman) presiding.

Senator JOHNSON. All right, we will get started on this hearing. I would like to have a copy of this bill S. 1459 go into the record at this point, following that a statement and introductory remarks by Senator Robert R. Reynolds, chairman of this committee. I will not read this statement but I will put it in the record at this point, unless there is objection.

A BILL To establish a Chiropody (Podiatry) Corps in the Medical Corps of the United States Army Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the first sentence of section 10 of the Act entitled "An Act for making further and more effectual provision for the national defense, and for other purposes", approved June 3, 1916 (U. S. C., 1934 edition, title 10, sec. 81), and subsequent amendments thereto, is hereby further amended by inserting the words "Dental Corps," a comma, and the following: "the Chiropody (Podiatry) Corps".

SEC. 2. COMPOSITION AND STRENGTH OF CHIROPODY (PODIATRY) CORPS.-The Surgeon General shall upon the passage of this Act and from time to time appoint qualified officers in like number to that estabilshed by law for the Dental Corps and pursuant to the provisions herein, who shall have the rank, pay, promotion, and allowance as well as the retirement provisions of officers of corresponding grades in the Dental Corps.

SEC. 3. APPOINTMENTS AND PROMOTIONS.-(a) Appointments in the Chiropody (Podiatry) Corps shall be made in the grade of first lieutenant.

(b) ELIGIBLES FOR APPOINTMENT IN THE CHIROPODY (PODIATRY) CORPS.—A candidate must be a citizen of the United States, of good moral character, between the ages of twenty-three and thirty-two, a graduate of a recognized college of chiropody (podiatry), and must have been actively engaged in the practice of his profession for not less than two years after graduation.

(c) Appointees to the Corps of Chiropody (Podiatry) shall be required to pass similar physical examinations as provided for the appointment of officers in the Medical Corps with a professional examination which shall include tests of skill in practical chiropody (podiatry) and proficiency in the usual subjects of a standard chiropody (podiatry) college.

(d) An officer of the Chiropody (Podiatry) Corps shall be promoted to the grade of captain after three years' service; to the grade of major after twelve years' service; and to the grade of lieutenant colonel after twenty years' service; and to the grade of colonel after twenty-six years' service.
