or before the Return-day, limited in faid Writs, and not afterwards, convey them to the Governor. And the Governor and Council are hereby authorized and directed, publicly to count faid Votes, and declare the Perfons who have the greatest Number of the Votes fo returned as aforefaid, to be legally chofen, and give Notice to the Perfon or Perfons who fhall be fo chofen.

And all Perfons chofen Senators or Reprefentatives for this State, in the Congress, in either Manner aforefaid, fhall fignify their Acceptance or Refufal, in Writing, to the Governor, within twenty Days after receiving Notice of fuch Choice, or be confidered as refusing the fame.

And be it further enacted by the Authority aforefaid, That fo much of the Statute of this State, entituled "An Act for regulating the Election of Governor, Lieutenant-Governor and Affiftants," as relates to the Prevention of undue Influence, Bribery and Corruption, in Elections, and to the Penalty on Conftables, in the Neglect of their Duty, be, and the fame is hereby declared to be extended to the Proceedings under this Act.

An Act in Addition to the Law of this State, establishing the Forms of Oaths.

BE E it enacted by the Governor, Council and Representatives in General Court affembled, and by the Authority of the fame, That the Members of the Legislature, and all executive and judicial Officers of this State, fhall take the following Oath or Affirmation, before fome proper Authority, viz.

"You fwear by the Name of the everliving God, (or affirm) that you will fupport the Conftitution, agreed upon by the Convention of the United States, and ratified by the Convention of this State." So help you God.

And be it further enalted, That no Perfon fhall hereafter be accepted as a Member of the Legiflature; nor fhall any executive or judicial Officer hereafter appointed, be capable of holding his Office, until he fhall have taken faid Oath, or Affirmation.

An Act to fufpend all Suits, or Actions in Favour of any Citizen of the State of Rhode-Ifland, now brought, or which may hereafter be brought in this State.

WHEREAS the State of Rhode Island at their Seffions in March 1787, paffed an Alt, excluding the Citizens, of this State, from the Benefit of the Laws of the State of Rhode-Ifland, relative to the Tender of Paper Money; by Means whereof the Citizens of this State are much injured. Therefore,

for the Recovery of any Debt or Demand whatsoever, during the Time
that faid State of Rhode-Island fhall continue their Law, excluding the
Citizens of this State from the Benefit of their faid Laws.

And be it further enacted by the Authority aforefaid, That all Proceed-
ings in this State, in Favour of any Citizen of the State of Rhode-Inland,
for the Recovery of any Debt, due to any Inhabitant or Citizen of faid
State of Rhode-Ifland, fhall be, and the fame is hereby fufpended, during
the Time that faid State of Rhode-Inland fhall continue to exclude the
Citizens of this State, from the Benefit of the Laws aforefaid.

Provided nevertheless, That Nothing in this Act, fhall extend, or be construed to prevent the granting or levy of Execution, on any Judgment, already rendered, in any Court of Law or Equity in this State.

An Act in Explanation of an Act, entitled, An Act for
regulating the Appointment of the Judges of the
Superior Court.

BE it enacted by the Governor, Council, and Reprefentatives, in General
Court affembled, and by the Authority of the fame, That the Provisions of
the first Paragraph of faid Act, extends, and fhall be conftrued to extend to
the Office of Senator and Representative in the Congress of the United
States, under the new Conftitution of the United States.

An Act for conftituting and regulating Courts, and
appointing the Times and Places for holding the same.

E it enacted by the Governor, Council and Representatives, in General Court affembled, and by the Authority of the fame, That from and after ing the Superior the Termination of the next Circuit of the Superior Court, the Times for holding faid Court, in the feveral Counties in this State, fhall be as follows, viz.

Within and for the County of Fairfield, at Fairfield, on the third
Tuesday in Auguft, and at Danbury, on the firft Tuesday in February,

Tuesday in February, and the fourth Tuesday in August, annually.

Within and for the County of Hartford, at Hartford, on the fourth
Tuefday in February, and the first Tuesday in September, annually.

An Act for the Encouragement of the Woollen Manu-
facture within this State.

BE
E it enacted by the Governor, Council and Reprefentatives in General
Court affembled, and by the Authority of the fame, That all Buildings that
fhall be appropriated to, and employed in the manufacture of Woollen
Cloth, by the Company of Atwater and Lyon, lately formed in the City of
New-Haven; by Stephen Brownfon, of Farmington, in the County of
Hartford; and by Lemuel Grofvenor, of Pomphret, William Cundal, of
Killingly, and Company, eftablished at faid Killingly, for the Purpose of
carrying on fuch Manufactory, by either of the Perfons or Companies a-
forefaid, within this State; fhall be, and the fame are hereby exempted
from any Tax, or Affeffiment, for the Term of five Years, from and after
the first Day of February next. And that the Polls of every Perfon whatfo-
ever, who shall conftantly labour, in either of the Manufactories aforefaid,
shall be exempted from the Lift of Polls, and rateable Eftate, for the
Term of two Years, next after the faid first Day of February aforefaid.

E it enacted by the Governor, Council and Reprefentatives in General Court affembled, and by the Authority of the fame, That from and after the first Day of March next, all Demands against this State, not firft liquidated and allowed by the General Affembly, or by the Governor and Council, or Houfe of Reprefentatives, or Supreme Court of Errors, or by the Superior Court, or by a Court of Common Pleas, by Virtue of fome exprefs Law; fhall be liquidated and fettled by the Comptroller; who

An Act in Addition to an Act, entitled, An Act concerning Town-Clerks Office and Duty.

BE it enacted by the Governor, Council and Reprefentatives, in General Court affembled, and by the Authority of the fame, That no Leafe hereafter made, of any Houfes or Lands, within this State, for Life, or any Term of Time, exceeding one Year, fhall from and after the first Day of September next, be accounted good and effectual in Law, to hold fuch Houfes or Lands againft any other Perfon or Perfons whatsoever, but the Leffor, or Leffors, and their Heirs only; unless fuch Lease be in Writing, and fubfcribed by the Leffor, and attefted by two fubfcribing Witneffès, and acknowledged before an Affiftant, or Juftice of the Peace, and be.re corded at Length, in the Records of the Town, where fuch Houses and/ Lands are.

And be it further enacted, That no Leafes of Houses and Lands, already made for Term of Life, or any Term of Time, exceeding one Year, from the Time of rifing of this Affembly, fhall be good and effectual in Law, against any other Perfon or Perfons, but the Leffor, or Leffors, and their Heirs; unless the fame be recorded in the Records of the Town where fuch Eftate lies, on or before faid firft Day of September next.

An A&t in Addition to the Law of this State, for the
Settlement of teftate and inteftate Eftates.

BE
E it enacted by the Governor, Council and Reprefentatives, in General
Court affembled, and by the Authority of the fame, That when the Debts
and Charges allowed by any Court of Probate in the Settlement, of any
inteftate Eftate, or of a teftate Eftate, where fufficient Provifion is not
made, by the Will of the Teftator, cannot be fully paid out of the perfonal
Eftate, without Prejudice to the Widow or Heirs, by depriving them of
their neceffary Stock, and Implements for Farming, or other Business for
upholding of Life; the Judge of fuch Court of Probate, shall have Pow-
er and Authority, to order Payment of fuch Part of the Debts and Charges
as he fhall judge reasonable, by difpofing of the Lands, or real Eftate,
for that Purpose, in fuch Way and Manner, as he fhall judge to be moft
equitable and beneficial for the Widow and Heirs, or Devifees of such
Estate; any Law or Ufage to the contrary notwithstanding.

And be it further enacted, That whenever the Court of Probate fhall find it will beft accommodate the Heirs of any Eftate to distribute Part of. the perfonal Eftate to the male Heirs, and Part of the real Estate to the female Heirs; and no Provifion to the contrary is made by Will; fuch Court of Probate fhall order fuch Diftribution accordingly.

of the Freemen, in the several Towns in the County of Litchfield, for
the Purposes mentioned in said Act, fhall be on the second Tuesday of
September, annually.

An Act repealing the Laws made for levying and collecting a Duty on Articles imported into this State.

BE it enacted by the Governor, Council, and Reprefentatives, in General Court affembled, and by the Authority of the fame, That all faid Laws, fo far as they relate to the levying and collecting a Duty on Articles imported into this State, by Land or Water, fhall from and after the first Day of February next, as relative to Articles thereafter imported, cease and determine. And the Secretary of the State is directed to cause this Refolution to be published.
